Under the general supervision of the Territorial Disbursement Unit Director or designee, designee, this is a non-supervisory position in the disbursement of payments and documents to custodial parents and vendors. 

An employee in this class is responsible for taping, imaging, and quality review of child support payments. Work involves detailed written documents and entering payment batches in a highly automated environment requiring specialized training in the federal rules governing distribution of child support payments. Work also involves interpretation of data stored in the automated environment and providing testimony in court regarding that data and the status of child support accounts. 

DUTIES: (Not All Inclusive) 

  • Receives assigned payment batches in an automates environment along with corresponding physical batches and verifies amounts, payers and payees. 
  • Posts payments to appropriate cases in an automated environment. 
  • Reconciles assigned payment batches. 
  • Collects walk-in payments at payment window, issues receipts and enters those payments in daily cash batch. 
  • Reconciles cash batches and keep accurate records of transactions. 
  • Collects payments in court on contempt actions, issues receipt and makes notations as to the court’s instructions on payment distribution where multiple cases are involved. 
  • Analyzes payment receipts and account billings to ensure accuracy. 
  • Conducts payment account audits prior to hearings and per customer’s request. 
  • Provides testimony in court proceedings regarding status of payments and account balances. 
  • Produces detailed payment reports based on system analysis for court proceedings and per customer’s request. 
  • Completes the paperwork for daily bank deposits and proceeds to banking institution. 
  • Performs other duties as assigned or required. 

FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of principles, methods, and techniques of social work. 
  • Knowledge of local laws, rules, regulations and procedures of the department/agency. 
  • Knowledge of computer applications and techniques. 
  • Skilled in Microsoft Office to include Word, Excel, Outlook and PowerPoint. 
  • Ability to quickly acquire knowledge of automated systems, protocols, instruction and experience. 
  • Ability to work well in a collaborative team environment. 
  • Ability to effectively work independently. 

FACTOR 2- SUPERVISORY CONTROLS 

An employee in this position receives assignments from the TDU Director,TDU Assistant Director and Supervisor of the unit. Work is reviewed upon completion. 

FACTOR 3- GUIDELINES 

Guidelines include federal, local, department policies and procedures and the Virgin Islands Code and legislations created to manage the TDU. 

FACTOR 4- COMPLEXITY 

This position requires acute attention to detail and keen mathematical skills. This work requires extreme diligence and an ability to explain with clarity and discrepancies and/or error in Paternity and Child Support Disbursement (PCSD) records. The TDU Specialist must also have detailed knowledge of distribution rules and system functionality and be able to explain same upon inquiry. 

FACTOR 5- SCOPE AND EFFECT 

The purpose of this position is to conform to federal standards and requirements regarding the collection and distribution of child support payments in a highly controlled and secure environment. The information processed in the form of child support collections and the management and control of that information is critical to the core purpose of the Division. 

FACTOR 6- PERSONAL CONTACTS 

TDU Collections Assistant will have required contacts with other child support employees, PCSD Attorneys, other Attorneys, the Territorial Court and/or Administrative Hearing Officer, other child support agencies and individual child support customers regarding the status of child support accounts. 

FACTOR 7- PURPOSE OF CONTACTS 

The purpose of the contacts is to gather information verify data and to distribute payment to clients.

FACTOR 8-PHYSICAL DEMANDS: 

Work is basically sedentary. However, the TDU Collections Assistant is required to appear in court proceedings and make daily bank deposits. 

FACTOR 9-WORK ENVIRONMENT: 

Work is performed in an office setting and in a courthouse. 

MINIMUM QUALIFICATION: 

Associate of Arts degree in Accounting, Business Administration, or a related field from an accredited university. 

OR 

High School Diploma or GED supplemented with at least two (2) years of financial, accounting or related experience. 

NECESSARY SPECIAL QUALIFICATION 

Possession of a Valid Driver’s license to operate a motor vehicle in the US Virgin Islands.
