Gaming Investigator

DEFINITION
Under the general supervision of the Director of the Division of Gaming Enforcement, this position is responsible for due diligence investigations of licensed applicants including obtaining all necessary documents, interviewing all applicants, and compiling investigative reports to be transmitted to the Virgin Islands Casino Control Commission (CCC) for final determination.
The Gaming investigator also investigates complaints transmitted by the CCC or initiated by the Division of Gaming Enforcement regarding any violation of the Virgin Islands Casino Resort and Control Act and attendant violations of the Virgin Islands Casino Control Commission Rules and Regulations. This position also involves testing all machines prior to them being newly placed or returned for use on the gaming floor.
The position requires a confidential relationship to a policymaker to develop and implement policies and procedures. He/she consults with management on investigative findings.
DUTIES (NOT ALL INCLUSIVE)
- Monitors establishment activities to ensure adherence to gaming regulations, policies, and procedures.
- Tests all gaming machines on the casino floor to ensure that they meet the standards established by the CCC.
- Interviews witnesses and records statements.
- Conducts periodic audits of all gaming machines approved for use in the casinos as assigned.
- Maintains a slot machine inventory log of all approved gaming machines as assigned.
- Maintains a catalogue of all certifications of gaming machines and gaming software approved by the gaming test labs for use in the Virgin Islands as assigned.
- Compiles and analyzes data obtained during investigations.
- Prepares reports detailing investigation findings.
- Testifies before Grand Juries, Judicial bodies, Virgin Islands Casino Control Commission as required by law.
- Reports all violations, complaints, suspicious behaviors and/or violations to supervisor verbally or in writing.
- Coordinates with the gaming test labs to ensure that a prototype of each gaming machine to be used at a casino in the Virgin Islands was tested and approved pursuant to standards set by the CCC as assigned.
- Performs other related duties as required.
FACTOR 1 – KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local operations for the protection of data, and property.
- Knowledge and application of the Virgin Islands Casino Laws and gaming in general in the Virgin Islands.

- Ability to read and write English fluently and proficiently.
- Ability to utilize the specialized equipment and technology necessary for testing gaming hardware and software for approval.
FACTOR 2 – SUPERVISORY CONTROLS
Work is assigned by the Director of the Division of Gaming Enforcement with minimal supervision. The supervisor provides general instructions about work assignments. Work is reviewed periodically through consultation of investigative findings.
FACTOR 3 – GUIDELINES
Guidelines include manuals on gaming procedures as outlined for the USVI, the Virgin Islands Code, and Standard Operating Procedures (SOP) for the Agency.
FACTOR 4 – COMPLEXITY
Work involves investigating complex problems and reviewing related information to develop and evaluate options and implement solutions.
FACTOR 5 – SCOPE AND EFFECT
The purpose of work is to provide investigative assistance for the Gaming Enforcement Division using logic and reasoning.
FACTOR 6 – PERSONAL CONTACTS
Contacts are departmental staff, other government agencies, casino licensed applicants, and patrons of the casinos.
FACTOR 7 – PURPOSE OF CONTACTS
Contacts are made to gather information, conduct investigations, prepare decisions, and secure the required documents.
FACTOR 8 – PHYSICAL DEMANDS
Work is essentially sedentary with occasional walking, standing, bending, lifting, and carrying items.
FACTOR 9 – WORK ENVIRONMENT
Work is performed primarily in an office setting and on the casino floor; however, some travel may be required.
MINIMUM QUALIFICATIONS
Associate Degree in Business Administration or a related field of study supplemented by two (2) years of investigative, gaming enforcement or closely related experience.
OR
High School Diploma or its equivalent and five (5) years of experience in investigative, gaming enforcement or closely related experience.
NECESSARY SPECIAL QUALIFICATIONS
Possession of a valid driver’s license.
