Gaming Investigator

Under the general supervision of the Director of Gaming Enforcement, the Gaming Investigator performs specialinvestigative, testing, and inspectional functions involved with compliance and/or enforcement activities of all gamingmachines and other electronic gaming equipment pertaining to the Casino Resort and Control Act.
The incumbent works in a close confidential nature with a policymaker to develop and implement policies and procedures. He/she consults with Management on investigative findings.
DUTIES (NOT ALL INCLUSIVE)
- Conducts maintenance of equipment to ensure efficient operation.
- Monitors establishment activities to ensure adherence to gaming regulations, policies and procedures.
- Inspects and monitors audio or video surveillance equipment to ensure it is working appropriately and specifications are met.
- Interviews witnesses and records statements as a result of security evidence.
- Develops and maintains logs and essential files of surveillance observations and records surrounding investigations.
- Compiles and analyzes data obtained during investigations. Prepares reports detailing investigation findings.
- Testifies before Grand Juries, Judicial bodies, Virgin Islands Casino Control Commission as required by law.
- Operates surveillance equipment to detect suspicious or illegal activities.
- Reports all violations, complaints, suspicious behaviors and/or violations to supervisor verbally or in writing.
- Monitors the operations to ensure compliance with regulations. Performs other related duties.
FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local operations for the protection of data, property, and institutions.
- Knowledge of circuit boards, processors, chips, electronic equipment, and computer hardware and software, including applications and programming.
- Knowledge of principles and methods for curriculum and training design, teaching and instruction.
- Knowledge and application of the Virgin Islands Casino Laws concerning the operation of gaming machines in the Virgin Islands.
- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
- Skill in problem solving and critical thinking. Ability to observe, research and compile data. Ability to communicate clearly and effectively. Ability to recognize issues.
- Ability to use logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
- Ability to monitor and review information from materials, events, or the environment to detect or assess problems.
FACTOR 2- SUPERVISORY CONTROLS
- The Director of Gaming Enforcement provides general instructions about objectives, deadlines, and priorities forperforming the Gaming Investigator responsibilities. The Gaming Investigator requires minimum supervision toperform assignments. The Director of Gaming Enforcement investigations.
FACTOR 3- GUIDELINES
- Guidelines include manuals on gaming procedures as outlined for the USVI; the Virgin Islands Code; Standard Operating Procedures (SOP) for the Agency.
FACTOR 4- COMPLEXITY
- This position requires investigating complex problems and reviewing related information to develop and evaluate options and implement solutions.
FACTOR 5- SCOPE AND EFFECT
- The purpose of this position is to provide investigative assistance for the Gaming Enforcement Division usinglogic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
FACTOR 6- PERSONAL CONTACTS
- Contacts are with management and consumers regarding complaints given.
FACTOR 7- PURPOSE OF CONTACTS
- The purpose of the contacts is to gather information, conduct investigations, prepare decisions, and secure the required documents.
FACTOR 8- PHYSICAL DEMANDS
- Work is essentially sedentary with occasional walking, standing, bending, and transferring items. Ability to lift up to 25 pounds.
FACTOR 9- WORK ENVIRONMENT
- Work is performed primarily in an office setting; however, some travel may be required.
MINIMUM QUALIFICATIONS
- Associate degree in Business Administration or a related field of study supplemented by two (2) years ofinvestigative, law enforcement, security, gaming enforcement or closely related experience;
- OR
- High School diploma or its equivalent with five (5) years of experience in investigative, law
- enforcement, security, gaming enforcement or closely related experience.
