V.I. Department of Justice Completes Successful National Training on Trial Techniques and Investigative Skills

U.S. Virgin Islands – The Virgin Islands Department of Justice (DOJ) has successfully completed a training program focused on advanced trial techniques and investigative strategies. Hosted by the National Attorneys General Training and Research Institute (NAGTRI), the training took place on St. Croix from March 17-18 and on St. Thomas from March 20-21, with each island hosting separate two-day sessions. This program brought together DOJ attorneys, investigators, and litigation support staff to hone their legal skills and enhance their practical expertise.

NAGTRI, the research and training division of the National Association of Attorneys General (NAAG), organized this specialized program as part of its ongoing efforts to provide high-quality, non-partisan training and resources to attorneys general and their staff across the United States and its territories. NAAG, based in Washington, D.C., is a professional organization representing the attorneys general of U.S. states, territories, and the District of Columbia, working to support the role of attorneys general and promote legal standards nationwide.

The training featured a balanced mix of expert-led presentations and hands-on breakout activities, designed to provide practical applications of advanced trial strategies and investigative techniques. Participants learned about developing case theory, while investigators and paralegals practiced investigative strategies and witness interviews. Attorneys participated in mock trial settings, focusing on working with exhibits, cross-examining witnesses, and impeaching testimonies.

Christina Rodriguez of NAAG commented, “At NAAG, we focus on learning by doing. Participants get to immerse themselves in the experience—examining and interviewing witnesses depending on their group. It’s an opportunity to have fun while learning and practicing essential skills. This feedback-driven environment helps everyone in the room improve, and they can learn from one another’s experiences.”

The training sessions were held at the University of the Virgin Islands (UVI) Great Hall on St. Croix and at the Windward Passage Hotel on St. Thomas.

Attorney General Gordon C. Rhea expressed his satisfaction with the success of the program, saying, “This training has been invaluable for our staff, equipping them with innovative tools to improve their work. Learning directly from experts in trial techniques and investigative skills is a vital part of our ongoing commitment to justice and fairness in the Virgin Islands. I participated in several sessions and am confident that our attorneys and support staff are on par with national standards for prosecution and justice. This experience has been immensely beneficial, and I plan to continue collaborating with NAAG to host training sessions twice a year to explore new areas of learning and refine our techniques.”

This initiative represents a critical investment in the continued professional development of the Virgin Islands DOJ team, ensuring they remain at the forefront of legal excellence.
